Sustainable packaging now a ‘requirement for market access’

Lower-carbon packaging is no longer just a sustainability goal is becoming a mandatory route to market for drinks brands.

That is the message from Frugalpac following a series of new listings at Systembolaget, Sweden’s state-owned alcohol monopoly, which is increasingly favouring "paper bottles" over traditional glass.

In the final quarter of 2025, three major international producers – Belizean Blue Spirits Company (Netherlands), Distillerie du Peyrat (France), and Fluid Minds (Sweden) – all secured coveted Systembolaget listings by utilising the Frugal Bottle. The move underscores a shift in how the world’s most environmentally demanding retailers assess new products: by measurable carbon performance rather than historical packaging norms.

The Nordic benchmark

Systembolaget, along with its neighbours Vinmonopolet in Norway and Alko in Finland, is widely regarded as the global benchmark for environmentally led alcohol retail. These monopolies now frequently specify non-glass formats in their tenders. In some categories, listings are now explicitly restricted to products packaged in paper bottles.

The Frugal Bottle, made from 94% recycled paperboard with a food-grade liner, offers several logistical and environmental advantages that appeal to these state-controlled buyers. It is up to five times lighter than glass and carries a carbon footprint up to six times lower than a standard glass container.

Rum, cognac, and ready-to-drink (RTD) innovations

The latest wave of listings demonstrates that paper bottles are moving beyond wine into premium spirit categories:

  • Belizean Blue Signature Blend Rum: a Fairtrade-certified rum aged for seven years, now packaged in a special Frugalpac edition.
  • Distillerie du Peyrat Organic Selection Cognac: a limited release of 4,200 bottles from a pioneer in organic cognac production, proving that heritage brands are embracing the shift.
  • Tapdance Espresso Martini: produced by Gothenburg’s Fluid Minds, this RTD cocktail combines premium Swedish vodka with sustainable, lightweight packaging designed for contemporary drinking occasions.

A competitive advantage in 2026

Malcolm Waugh, CEO of Frugalpac, noted that winning a listing at Systembolaget is notoriously difficult. "Lower-carbon packaging is no longer optional; it’s becoming a requirement for market access," Waugh said. "Each of these producers has recognized that reducing packaging emissions strengthens their proposition in markets like Sweden."

As the Nordic monopolies continue to lead, their influence is expected to ripple across the global drinks industry throughout 2026. For brands looking to enter high-value European markets, the transition to lower-impact packaging may soon be the only way to clear the bar for entry.
